Abstract

ABSTRACTThis study aims to examine the policy synergy between the Provincial Government of East Java and the Central Government in dealing with Covid-19. The urgency of this study is to explain to what extent policies between the Local Governments and the Central Government are in sync. This research uses legal research methods. Primary data includes statutory regulations, especially the Law on Health quarantine and secondary data such as previous research, expert opinion, and other relevant document data. This study concludes that the East Java Provincial Government and the Central Government have a synergy in dealing with Covid-19 in Indonesia. However, neither the legal products that are produced nor policies that are political in nature do not conflict with one another.  ABSTRAKPenelitian ini bertujuan untuk mengkaji sinergitas kebijakan antara Pemerintah Provinsi Jawa Timur dengan Pemerintah Pusat dan dalam menghadapi Covid-19. Urgensi penelitian ini adalah menjelaskan sejauhmana kebijakan antara Pemerintah Pusat dan Pemerintah Daerah sinkron. Penelitian ini menggunakan metode penelitian hukum. Data primer mencakup peraturan perundang-undangan terutama Undang-undang tentang karantina Kesehatan dan data sekunder seperti penelitian terdahulu, pendapat para pakar, dan data dokumen lain yang relevan. Kajian ini menyimpulkan bahwa Pemerintah Provinsi Jawa Timur maupun Pemerintah Pusat memiliki sinergi dalam menangani Covid-19 di Indonesia. Baik produk hukum yang dihasilkan maupun kebijakan yang bersifat politis, tidak bertentangan satu sama lain.

Abstract

ABSTRACTThis study aimed to describe the influential factors on the implementation of e-budgeting as part of the phenomenon of public sector accounting reform in Indonesia as the manifestation of transparency in public sector services. This study used a literature review method to identify, evaluate, and interpret numbers of existing relevant research to a particular field or topic. In the literature review method, there were three main stages namely planning, conducting, and reporting the reviews. The literatures were determined by selecting articles from several academic databases. The increasing number of corruption cases that had been increasingly significant in Indonesia demanded the government to find reliable solutions to address the problems. The application of ebudgeting in budget management could create transparent and reliable public sector services. The results indicated that the bureaucratic structure, resources, communication, and disposition had an important influence on the implementation of e-budgeting. ABSTRAKStudi ini bertujuan untuk mendeskripsikan faktor-faktor yang mempengaruhi implementasi e-budgeting sebagai bagian dari fenomena reformasi akuntansi sektor publik di Indonesia sebagai perwujudan transparansi terhadap pelayanan sektor publik. Penelitian ini menggunakan metode tinjauan literatur yang merupakan cara untuk mengidentifikasi, mengevaluasi, dan menafsirkan penelitian yang telah tersedia dan relevan dengan bidang atau topik tertentu. Dalam metode tinjauan literatur dibagi menjadi 3 tahap utama yaitu planning (perencanaan), conducting (melakukan review) dan reporting (pelaporan). Pencarian literatur daIam peneIitian ini dimuIai dengan memiIih artikeI dari beberapa database akademik. Peningkatan kasus korupsi yang semakin signifikan di Indonesia, menciptakan tuntutan bagi pemerintah agar menemukan solusi yang handal dalam mencegah praktik kotor tersebut. Penerapan teknologi ebudgeting dalam pengelolaan anggaran dapat mewujudkan pelayanan sektor publik yang transparan dan handal. Hasil dari penelitian ini menyatakan bahwa struktur birokrasi, sumber daya, komunikasi dan disposisi memiliki pengaruh penting dalam implementasi e-budgeting.

Abstract

ABSTRACTNumbers of management, storage, and preservation of research data problems had been the rationales why national scientific repository (RIN) system was implemented. To measure its success, the present study evaluated, analyzed problems, and provided recommendations using descriptive exploratory qualitative research methods with interviews as the primary data. In terms of the effectiveness, the results showed that the RIN system objectives provided a nationally integrated interoperability research data management system, ensuring long-term archiving and access had been achieved whereas the awareness of researchers to share data and sustainability plans had not been achieved. Based on its efficiency, PDDI LIPI had pursued many activities and strategies. In accordance with its adequacy, the existence of RIN system was able to answer the existing research data problems while the problem of continuity of input of research data and the sustainability of research had not been achieved. In regard to its equalization, RIN system was intended to all professions that carried out research, in which the socialization activities and technical guidance to researchers in relevant institutions were conducted. In coping with its responsiveness, all target groups still could not experience it because the follow-up activity of the target groups after knowing RIN system was still minimum. Hence, it was advised that the target group from both internal LIPI, external LIPI, and PDDI LIPI acted as the implementors. The present study concluded that the implementation of RIN system had not been optimally implemented and still needed improvements. ABSTRAKPermasalahan pengelolaan, penyimpanan, pelestarian data penelitian mendorong dilakukannya implementasi kebijakan sistem RIN. Untuk mengukur keberhasilannya, penulis mengevaluasi, menganalisis permasalahan dan memberikan rekomendasi dengan menggunakan metode penelitan kualitatif deskriptif melalui data primer yaitu wawancara dan data sekunder. Dari efektivitasnya diperoleh hasil bahwa tujuan sistem RIN menyediakan sistem interoperabilitas pengelolaan data penelitian terintegrasi secara nasional, menjamin pengarsipan dan pengaksesan jangka panjang telah tercapai sedangkan kesadaran peneliti untuk berbagi data dan rencana keberlanjutan belum tercapai. Berdasarkan efisiensinya, PDDI LIPI telah mengupayakan banyak kegiatan dan strategi. Berdasarkan kecukupannya, keberadaan sistem RIN mampu menjawab permasalahan data penelitian yang dihadapi sedangkan permasalahan kontinuitas penginputan data penelitian, keberlanjutan penelitian belum tercapai. Berdasarkan pemerataannya, sistem RIN ditujukan kepada seluruh profesi yang melaksanakan penelitian, bukan sekelompok golongan namun kegiatan sosialisasi dan bimbingan teknis lebih banyak kepada peneliti di instansi yang memiliki badan penelitian pengembangan serta perguruan tinggi. Berdasarkan responsivitasnya, belum dapat dirasakan oleh seluruh target sasaran dikarenakan tindaklanjut dari para target sasaran setelah mengenal sistem RIN masih rendah. Maka perlu rekomendasi kepada target sasaran baik dari internal LIPI, eksternal LIPI maupun PDDI LIPI sebagai implementor. Oleh karena itu dapat disimpulkan bahwa implementasi kebijakan sistem RIN belum berjalan dengan optimal dan masih perlu ditingkatkan.

Abstract

ABSTRACTIntegrity is one competency that civil servants must have. In this Covid-19 pandemic, civil servants integrity becomes an observable focus. The Work from Home (WFH) system may highly change the way how they work at home. The research aims at scrutinizing integrity inferences of civil servants during the pandemic. WhatsApp, as an application used by them to communicate, has become a significant medium to observe the patterns. Netnography method is used to observe civil servants community behavior on social media. From the inferences observation, it is discovered that they have demonstrated forms of integrity, such as responsibility and professionalism. The civil servants are also getting more solid, helping, and relying on each other. When conflict occurs, they will retain the right principle. On the other hand, some would balance the situation. Consistency and discipline sensed from how civil servants perceiving all-online-formats. To sum up, performing online duties during Work from Home (WFH) has shown forms of integrity among civil servants. ABSTRAKIntegritas merupakan salah satu kompetensi yang harus dimiliki seorang ASN. Dalam situasi pandemi Covid-19, integritas ASN menjadi sebuah fokus yang patut diobservasi. Sistem Work from Home (WFH) mau tidak mau mengubah cara kerja seorang ASN ketika berada di rumah. Tujuan dari penelitian ini untuk mengamati inferensi integritas ASN selama pandemi. WhatsApp, sebagai aplikasi yang digunakan para ASN untuk berkomunikasi menjadi media yang signifikan dalam mengamati pola-pola integritas tersebut. Metode netnografi digunakan untuk mengamati perilaku komunitas ASN pada media sosial. Dalam pengamatan inferensinya, ditemukan bahwa ASN telah menunjukkan bentuk-bentuk integritas seperti, tanggungjawab dan profesionalisme. Para ASN juga semakin solid, saling membantu, dan mengandalkan satu sama lain. Setiap sebuah konflik terjadi, mereka akan mempertahankan prinsip yang benar. Di sisi lain, ada yang menyeimbangkan situasi. Konsistensi dan kedisiplinan juga terlihat dari bagaimana ASN memandang format serba daring. Dapat disimpulkan bahwa performa dalam menyelesaikan tugas-tugas daring menunjukkan berbagai bentuk integritas para ASN.

Abstract

ABSTRACTInnovation has advanced fast not only in the private sector, but also in the public sector. One of public sector innovations in the field of licensing services in DKI Jakarta Provincial Government is Building Licensing Innovation 3.0 carried out by the Investment Agency and One Stop Integrated Services - DKI Jakarta Provincial Government. The objective of the 3.0 innovation is to speed up the process of completing a building permit (IMB), from 42 working days to 2-3 hours. This study used qualitative research approach with a descriptive research design to provide a clearer and deeper picture of a symptom or phenomenon occured. The data were obtained using observation, interviews, and literature studies with reference to the concept of public service innovation by Windrum (2008). The results indicated that the innovation of building permit services 3.0 in DKI Jakarta Provincial Government is a series of other forms of public sector innovation, although according to the process it does not run simultaneously and the forms of these innovations influence other forms of public sector innovation. ABSTRAKInovasi telah berkembang begitu luas bukan hanya terjadi di sektor swasta, namun juga digunakan di sektor publik. Salah satu contoh inovasi sektor publik di bidang pelayanan perizinan di Pemerintah Provinsi (Provinsi) DKI Jakarta yakni Inovasi Perizinan Bangunan Gedung 3.0 yang dilakukan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu - Pemerintah Provinsi DKI Jakarta. Tujuan inovasi 3.0 tersebut untuk mempercepat proses penyelesaian Izin Mendirikan Bangunan (IMB) yang selama ini dikeluhkan oleh masyarakat karena awalnya dalam menerbitkan IMB memerlukan waktu 42 hari kerja, namun saat ini hanya diperlukan waktu 2-3 jam saja. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif untuk memberikan suatu gambaran yang lebih jelas dan mendalam mengenai suatu gejala atau fenomena yang terjadi. Sumber data penelitian ini menggunakan data primer dan sekunder yakni observasi, wawancara dan studi literatur dengan merujuk pada konsep inovasi pelayanan publik yang dikemukakan oleh (Windrum, 2008). Hasil studi ini menunjukkan bahwa inovasi izin perizinan pelayanan gedung 3.0 di Pemerintah Provinsi DKI Jakarta merupakan sekumpulan rangkaian dari bentuk-bentuk inovasi sektor publik lainnya walaupun menurut prosesnya tidak berjalan secara simultan dan bentuk dari inovasi ini saling mempengaruhi bentuk inovasi sektor publik lainnya.

Abstract

ABSTRACTThis study aimed to describe the performance of lecturers and administration staff at Universitas Negeri Surabaya (Unesa) during the Covid-19 Pandemic. This study was conducted in Unesa during the Covid-19 pandemic, from March to October 2020. This study was designed as a population study, namely research using all populations as samples that included all Unesa lecturers and administration staffs. The data were collected using open and closed questionnaires with the respondents from lecturers, Head of Subdivisions, and students. The obtained data were analyzed using quantitative descriptive analysis with narrative explanation. The data portrayed the following conclusions: (1) In coping with the Unesa administration staffs performance based on the Heads evaluation, the Head of Subdivision gave excellent appreciation with a mean score of 3.31; (2) In accordance with the Unesa administration staffs performance based on student assessment, the students gave a very good score with a mean score of 3.21; (3) Student assessment of lecturers performance for each faculty and postgraduate program, the highest planning score was postgraduate with an average score of 3.62 and the lowest score was the Faculty of Sports Science with an average score of 3.27, the highest implementation score was postgraduate with a mean score of 3.61 and the lowest was The Faculty of Sports Science with an average score of 3.2, the highest evaluation score was postgraduate with a score of 3.60 and the lowest was the Faculty of Sports Science with a score of 3.26; (4) based on the self-assessment of lecturer performance, the three biggest problems and constraints were 35.15% of signal problems; 20.78% of problems with costs and limited internet quota; and 12.84% of literacy problems. Three suggestions for improvements for online lectures were 33.87% of requirment to improve Vinesa: 32.80% of assistance with facilities and 8.28% of training/preparation/online lecture manuals. ABSTRAKPenelitian ini bertujuan mendeskripsikan kinerja dosen dan tenaga kependidikan Universitas Negeri Surabaya (Unesa) selama masa Pandemi Covid-19. Penelitian ini dilakukan di Unesa selama pandemi Covid-19 yaitu bulan Maret sampai dengan bulan Oktober 2020. Penelitian ini didesain sebagai penelitian populasi yaitu penelitian dengan menggunakan semua populasi sebagai sampel yaitu semua dosen dan tenaga kependidikan Unesa. Data diambil menggunakan teknik pengambilan data berupa angket terbuka dan tertutup dengan responden dosen, Kepala Sub Bagian dan mahasiswa. Data akan dianalisis dengan analisis deskriptif kuantitatif dengan penjelasan secara narasi. Data hasil penelitian memperoleh simpulan sebagai berikut: (1) Kinerja Tendik seluruh Unesa Berdasarkan Penilaian Atasan, Kasubbag memberikan apresiasi yang sangat baik dengan skor rerata 3,31; (2) Rerata Kinerja Tendik seluruh Unesa berdasarkan Penilaian Mahasiswa memberikan penilaian sangat baik dengan skor rerata 3,21; (3) Penilaian Mahasiswa terhadap Kinerja Perkuliahan Dosen Setiap Fakultas dan Pascasarjana, tahap perencanaan skor tertinggi adalah Pascasarjana dengan skor rerata 3,62 dan terendah Fakultas Ilmu Olahraga dengan skor rerata 3,27, tahap pelaksanaan tertinggi Pascasarjana dengan skor rerata 3,61 dan terendah Fakultas Ilmu Olahraga dengan skor rerata 3,2, tahap evaluasi tertinggi Pascasarjana dengan skor 3,60 dan terendah Fakultas Ilmu Olahraga dengan skor 3,26; (4) Berdasarkan Self Assesment Kinerja Dosen, tiga permasalahan dan kendala terbesar adalah 35,15% masalah signal; 20,78% masalah biaya dan keterbatasan kuota internet; dan 12,84% masalah literasi. Tiga saran perbaikan untuk perkuliahan on line adalah 33,87% perlu dilakukannya penyempurnaan Vinesa; 32,80% bantuan fasilitas dan 8,28% adanya pelatihan/persiapan/buku pedoman kuliah daring.
